Two British Officers arrived in
Hongkong in November last and proceeded under orders from
the War Office to survey the district in Chinese territory,
immediately across the British frontier, accompanied by 5
Indian Surveyors. They obtained their passports from the
Wai-mu-pu in Peking through the British Minister, but no
mention was made on the passport that they were going to
survey. No intimation was sent to me, nor did I see the
Officers when they passed through Hongkong.

No opposition I am informed was
met with in the district immediately adjacent to our
frontier, but a little further on the opposition grew more
and more pronounced until they had to stop the work and
return here on January 17th. The two Officers shewed much
tact I am told, and were most conciliatory, but they
could not speak Cantonese, and the presence of Indians is
particularly
